create_quick_reply
Create a quick reply: a button `title` (≤64 chars) + the ready-to-send `text` (≤256). Optionally a sort weight and active flag (default active). Returns the created reply with its `seqNum`. Errors CONFLICT past the per-tenant soft cap (50).
Scopes (ALL): ["quick-replies:write"]. Risk: "write".
delete_quick_reply
Delete a quick reply by `seq_num`. Idempotent (deleting an absent reply returns deleted:true with the same seqNum).
Scopes (ALL): ["quick-replies:write"]. Risk: "destructive".
list_quick_replies
List the tenant quick replies (canned operator responses shown as a shortcut menu in open lines). Returns each with its `seqNum` (the id you pass to update/delete as `seq_num`), title, text, sort, and active flag. 0-cost read.
Scopes (ALL): ["quick-replies:read"]. Risk: "read".
update_quick_reply
Update a quick reply by `seq_num` (partial patch — send only changed fields). Returns the updated reply with the same `seqNum`. Errors NOT_FOUND if the number does not exist for your tenant.
