invite_team_member
Invite a team member by tg_username and/or email (≥1 required), with optional permission flags. Creates the member in the `invited` state. OWNER-ONLY. Returns the created member with its `seqNum`.

list_team_members
List the tenant team (operators/members): each with `seqNum` (the id you pass to update/revoke as `seq_num`), tg_username/email identity, lifecycle status (invited/active/revoked), and the 12 per-capability permission flags. OWNER-ONLY. 0-cost read.

revoke_team_member
Revoke a team member by `seq_num` (sets status=revoked — access is removed but the row is retained for audit). Idempotent (already-revoked → revoked:true). OWNER-ONLY. Errors NOT_FOUND for a missing tenant sequence.

update_team_member
Update a team member by `seq_num`: change lifecycle status (invited/active/revoked) and/or the permission flags (partial patch). Identity (tg_username/email) is IMMUTABLE here. Idempotent. OWNER-ONLY. Errors NOT_FOUND for a missing tenant sequence.
