create_order_status
Create a new order status for the tenant. Provide a title + group (in_progress/success/fail); optionally a description, a user-notification flag, a sort weight, and a structural status-notification button target. Returns the created status with its assigned `seqNum`.
Scopes (ALL): ["statuses:write"]. Risk: "write".
delete_order_status
Soft-delete an order status by `seqNum`. Idempotent (deleting an absent/already-deleted status returns deleted:true). System statuses (the built-in New/Success/Fail buckets) cannot be deleted — that errors CONFLICT.

list_order_statuses
List the tenant order-status set (the buckets an order moves through: e.g. New → Packing → Shipped → Done). Returns each status with its `seqNum` (the id you pass to update/delete), title, group (in_progress/success/fail), notify flag, sort and optional button. 0-cost read.
Scopes (ALL): ["statuses:read"]. Risk: "read".
update_order_status
Update an existing order status by its `seqNum` (a partial patch — send only the fields you change). Idempotent: re-sending the same patch is a no-op. Returns the updated status. Errors NOT_FOUND if the seqNum does not exist for your tenant.
