Scan the owner's Telegram groups with the reserved technical account. Call it once, only after the owner has acted (added the account to the groups); never poll it. Scans are limited to one per business per minute, refresh included. When body.kind is "wait", body.wait_for gives reason, retry_after_seconds and until: do not call again before retry_after_seconds; body.candidates is then the last saved snapshot. Read get_onboarding_state for the next action.
